Actually... this is an absolutely correct use of quotations marks.
St. Mary's Glacier is a very large snow field. It has been called "St. Mary's Glacier" for many years, but it is not really a glacier because it doesn't move.
Thus, the sign accomplishes its intended purpose while remaining scientifically correct.

Joe st is right. It's actually an alice and not really a glacier. A rare correct usage of quotations.
