Again, I think this is a correct usage of quotes. It sounds (reads) like "Safe Operations" is the name of a program. It doesn't say "Safe" Operations It says "Safe Operations"
just because something is a name doesn't mean it needs quote marks every time you refer to it. if the sign said: "Bill Smith" CEO and Friendly Guy
it would be parsed the same, but the quotes would be no more appropriate. there are plenty of other ways to call out a title, not the least of which is making the title a bit catchier so it's obvious.
