I think the best bit is when you realize that it's open single quote, close single quote on both sides. (' 'NEW' ' as opposed to "NEW" -- this argument would be stronger if the font would distinguish, so I've put spaces between the singles to show the difference.)
It is like they were about to quote something forgot what it was, blurted something else (the word NEW) and then looked like they were going to say something and then continued the sentence
It's like the old typewriters, where you had to create quotation marks by using two apostrophes (not apostrophe's) without a space between. I forget how I can remember that, but it's true.
