There’s a missing (missing?) closing quote behind burritos. So they’re not being sarcastic about the burritos. Rather, the apostrophe stands in place of “Lo que el Miércoles Pasado Fueron…” (What Last Wednesday Was…).
They're probably just being honest about the standard of their cuisine and cellar. The items served resemble somewhat 'wines','tacos', etc., but are not authentic. It's fair warning, I think.
