I would actually say that the quotation marks here are grammatically ambiguous (since the tip is not really optional) and the other grammar errors are funnier with their frequency - you have tense problems, a wayward apostrophe, and a comma wouldn't kill them. Thanks, Susan.
Okay, English is obviously not the first language here, but the whole concept of charging tips instead of transfer has me befuddled. At least I think that's what the sign is saying. This one is priceless!
