this block not actually Philly


Jeff points out that while these would be appropriate in many places (as we have observed).  However, this was taken IN Philly.  Which makes me rather confused.

    My friend had a birthday cake once that read: Happy Birthday "Rachel".
    (I guess her parents weren't sure if that really was her name...)

    It was taken in Philly, but I have to argue that the quotation marks are still appropriate because "Philly" is the a nickname for Philadelphia.
