If that's all one sentence then they repeat ID twice. You must be 21 with state approved ID ID to enter.
I like the double-ID. And the italicized "you must be 21".

And if you're 22 or older, you're out of luck.
TJL spotted this one. I guess they let anybody in, really. Actually, we've seen too many of these and I know of too many places where this isn't enforced for them to all be accidental.
