Maybe the sign writer thought it should have been "While turning..."
This could be his little form of rebellion.
I like that the sign is written in all caps with three exclamation points and it's telling people to turn the handle slow and easy. TAKE IT EASY!!! As for the bonus QM, I don't understand how it got there, but it makes me smile.

Maybe "When… and other times" would be a good name for a band, too.
