This one I kind of understand. I could be making this up, but I'm pretty sure I've seen commercials on TV where law enforcement officers say, "It's the law" and I've also seen print ads where a law lady or man is pictured with "It's the law" next to them. So I guess this particular quotation use is supposed to create the illusion that a higher authority is speaking to you directly. Or something.
I don't know; I live in Missouri (I recognize the state seal on the thing) and I assume that's what they get us to think. I haven't seen one of those in a long time, so I guess Big Brother got tired of saying it.
