John saw this one in Albany. I love all the redundancy in this one. Are those fake polite quotation marks around the "please" or is it the elusive bottom quotation marks?
I see the quotation marks form a box around "Recycle Only" to draw attention to the whole phrase, like fireworks. I think that's what they were going for.

Not for decoration
They are just action lines. Like in a cartoon. Depicting the velocity of the words, in this case "recycle only" is flying down into the recycle bin.
