actually, it depends on where you live, and it's a style choice. I address this in the FAQ.

In the place's defense, perhaps it's a testimonial from a satisfied customer, and the quotes are there to actually quote what someone said. Not that I believe that this is the case, but if anyone wants to give them the benefit of the doubt, that's how you could do it.
