I like the awkward emphasizing of the word "FEED".
All those strange indents, font sizes, underlines and, of course, UQMs -- it looks like some kind of freestyle poetry.
That sign is such a train wreck it's completely spectacular! Love the title too!

they will s.o.y??!? hahahaha that's so prim and explicit all at the same time! and kind of esoteric, although maybe it's a common acronym and i'm out of the loop
I think it means "sh*t on you."
I've got it: This is a covert message informing co-conspirators not to give up any sensitive information (FEED), since the area is hot and big brother's minions ("the birds") are listening. One need not have too vivid an imagination to guess what these unpleasant fellows do when they 's.o.y.'.
One word to bring out the latent terror of this sign:
Hitchcock!
