They couldn't even write "DAMAGED". They had to go with "DAMAGE" I guess the QM's took up the extra room that D would have needed.

No. What happened is that a very heavy goth teen broke two other chairs in this shop already by sitting in them. The store owner needed to communicate to the kid that this could not continue, and so used his self-pitying self-bestowed nickname ("Damage"), but would not acknowledge it as a true and proper name, hence the quotation marks.

Furthermore, the total absence of punctuation that would normally mark direct address is completely irrelevant to the case at hand, as many people leave that out. Surely, putting in every comma marking direct address would take too much time from our busy shop owner, especially one who's busy trying to keep chairs from getting broken by sullen teens with call-for-help nicknames. I mean, really.
i think it's plausible that you had to work a little too hard for that one.
