Only one set of quotation marks is wrong, because evidently in Australia one should place quotation marks down under (groan).

This is one of those that I just don't get. I don't even know what they were trying to do here....very odd.
They might be expressing doubt that the non-payers actually forgot.
They used the quotations marks to display the new trend in punctuation placement,seeing as there wasn't any other punctuation present in that phrase.
sometimes the boss wants you to come up with a 13 line sign, and all you can muster is 11.
