Ouch. between the "probably" and the quotes, that sentence sure required a lot of qualifiers.

The "probably" alone makes the quotes really unnecessary. Or maybe it works as a double negative? "Probably the 'best'" means they really are the greatest?
Carlsberg Beer, in the UK, uses the slogan 'Probably the best lager in the world.'
It doesn't explain the quotes but I'm pretty sure that's what these guys are riffing on.
Yup Jeff, you're right. Carlsberg got going on this one a long time ago and given that this a poster for the World Cup in 1994, it might be this old.
Good call on the Carlsberg (though you are correct - still doesn't explain the quotes).
You can't see it very well in the picture, but there is also a comma after the word "team." And the sentence ends with an ellipsis. Nice job, guys.

Is there someone on the team called Best? They could be trying to make a pun on that...otherwise it doesn't make sense!
This reminds me of a restaurant in my town (Main Street Cafe - Berea, KY). Their slogan is "Probably the best salads in town." I guess that means nobody's actually gone around and tasted all the salads in town. Or maybe they don't want to offend someone's mom's salads...?
The slogan's shown on their website - also on their sidewalk sign, but don't have a picture, and I don't think it abuses quotation marks. :)
