I think that the use of quotation marks in this context is absolutely appropriate. Gross!
that apostrophe is backwards, too. i should start a blog for that.
It _could_ be an unattributed direct quotation. I don't think it is, but anything is possible.

If it is, whoever said it should sue. Though whoever thought fried "boloney" sandwiches were "delicious" probably only knows Sue as his mother who's also his sister...
also in my experience bologna sandwiches tend to stink up the largest and tidest of houses. EWWWW!
