Maxx spotted this. I'm guessing it's one of those places where the $15 limit is only for people they don't like. If you know the clerk and you're in a jam, they'll let you charge your $4 thing.
By the way, if you see a sign like that, challenge them. They aren't allowed to have a minimum charge amount or charge a surcharge for credit, at least in the US. Visa and Mastercard both have reporting systems to report violations of that, since it's the kind of behavior that can get that merchant booted off of being a credit-card merchant.
