These quote marks are apt, I think, in that they're denoting newly coined phrases.
Speak for yourself, writer! I, for one, would NOT be "happy" to show some anonymous person how to flush toilet paper...
I think the quotes are not unnecessary in this case. Regardless, it's a funny note, and I agree with matt that I would not want to show the "Potty Pig" how to flush paper!
