I'm displeased with the lack of parity of the quotation marks. It should be "Great" People Make "Great" Beer, or Great "People" Make Great "Beer", but not some haphazard combination.
It almost looks like they used quotation marks instead of spaces, because it's actually really hard to tell which words the quotes go with. Perhaps the computer on which this banner was designed had a broken space bar. Or they think that quotation marks are like more decorative spaces.

I've always considered Budweiser to be a “great” beer but this looks like a different brand.
