Tim in MA saw this in a restroom. Perhaps the quotation marks are there because there are no "children" in an adult restroom. Or it's a well-known slogan which I don't know and they are citing without attribution.

Uhhh... whose health are we protecting if there are no children allowed in this restroom? Unborn children? The cancer they'll get from smelling our clothes? How about just pointing out smoking is illegal in the bathroom and leaving it at that?
Ugh, I hate "please think of the children" propaganda. They're your kids, not mine. I'm tempted to find that bathroom and smoke in it just out of spite, and I'm not even a smoker!

I think I'd prefer to go with, "Won't someone think of the children?" for my catchy slogan.
They're citing Mr. Adult T. Restroom, esq. Good ol' Mr. Restroom once said "Protect the health of our children."
