Ok, there appears to be an epidemic of un-ladylike behavior in bathrooms. Maura gives some backstory:
this note appeared in the staff bathroom one afternoon. rumor has it, people were not flushing enough and someone got really upset. in fact she dictated the sign to my friend verbatim (with the quotes) before posting it!
I'm not going to discuss what "remnants" could be. I guess it's marking a euphemism, which is acceptable.

Also, the use of quotes around "ladies" might actually be jsutified here. ;)
My first thought was, "DON'T THEY REALISE WE'RE IN A DROUGHT!?" But I guess it's not in Australia!

"Ladies" could mean drag queens. "Remnants" I don't really want to think about.

The "remnants" is a reference to Ally McBeal so I think the quotes are appropriate there, right?
"Ladies" is in quotes presumably because the mentioned behavior is "unladylike." "Remnants" is a euphemism, so these quotes are not "unnecessary."
Get real people. Do you really think the person who posted this sign was clever enough to put Ladies in quotes because they were trying to infer that the people in question were demonstrating unladylike behavior? If so, why the colon after "LADIES"? The same goes for "remnants." The sign poster was not clever enough to put it in quotes because it's a euphemism.
I know I posted this for ridicule, but I disagree anon. The colon indicates that the "ladies" are being addressed. What's wrong with it? I mean, we can make fun of the text all we want, but I prefer not to speculate on the intelligence of the writer.
Maybe the writer had the following thought
process: "Ladies" should be put in quotation
marks because they are the "Ladies" of the
"Ladies room". That's not so stupid, now is it?
