Helen points out that some apostrophe vigilante tried to deal with the Nacho's issue (however, if this is the name of the place with supposedly new management then the vigilante was over-zealous).
Unless, of course, someone has just been hired specifically to manage the nachos--in which case we are left to assume that this "manager" is not up to snuff...
It looks like "such-and-such cafe" (cut off at the top) is serving nachos and is under new management. I think the zealot is in the clear.
