I love your blog! I am big into grammer and notice that every where I go. I will have to keep an eye out for quotation marks!
This seems to be a common one. I really don't get it.
It can't be a slogan, but maybe they brought a customer a free drink and he was like "wow, that sure is complimentary!" so they put it on their sign...

Actually "complimentary" is correct.
"Complementary" would mean they're serving something analogous to beverage rather than giving it to you "with the compliments of the house."
I agree with Marc, the quotation marks are bad enough but Comic Sans is the worst and people use it like it's their job or something. It's horrible!
Comic Sans and quotation mark double whammy. *Shudders*
Maybe they were just trying to be clear that the free drink won't actually give you compliments. LOL
