I'm just going to post what my dad wrote about this one: "This picture comes from Windmill Island in Holland, Michigan (Bethany's home town!). It refers to a bridge which is, indeed, very steep and would be risky for people who have a hard time getting around. Apparently the rest of us are on our own."
