doesn't count

This is from a restaurant in Oregon where they care about "quality." There are some other offenses here too, their milkshakes are "thick" and their fries are "fresh". Jason didn't tell me if he went ahead and ate there or not, but he did photograph the sign.

never mind that . . . what about the "scratch-recipe" soups?!

I really, really hope they are talking about something made FROM scratch and not . . . ugh. some other means of involving scratching . . .

There's some mixing of implied voice with the use of quotes in this sign.

The "Quality Counts" one is used like "We Guarantee Satisfaction" to imply that someone in an official capacity (owner/manager/busboy) has made this pledge and the sign is just passing that information along to you.

The ones around the adjectives are used to imply that someone not affiliated with the restaurant has used these words. The sign isn't the only one of the opinion that these milkshakes are thick. Clearly other people have said so too.
