This sign was found in Holland, MI. Maybe it is in quotes because you can't buy a shoe, you can only buy them in pairs.

God, I'm happy someone has finally made a site about this! I remember once teasing a baffled waitress about a similar mistake on a menu: "Fish" of the day.
This is probably a special board from a restaurant. I'm guessing sole is on the menu and the quotes are there because it's a fish, not a shoe.
...Those aren't quotation marks. They appear to just be little artsy flourishes.
dear anonymous, did you make that sign and are now trying to protect yourself from scorn???
Even if the signmaker intended to make flourishes around the word "shoe" I still think they have no business making decoration that looks so much like punctuation. Especially if they don't want to be snarked.
